Please note that the acoustic impact clearance certificate is a mandatory document pursuant to Article 8 of Law 447/95 for all production and commercial activities; the acoustic impact clearance certificate is required in the case of the opening, modification/expansion or change of management of a commercial activity.

Predictive assessment of acoustic climate and impact
To prepare a predictive assessment of acoustic impact SOUND LEVEL MEASUREMENTS ARE ESSENTIAL during both daytime and nighttime periods (where the noise sources operate after 10:00 p.m.);
Taking into account any mitigation measures, specific calculation models are applied to simulate sound wave propagation and to calculate the emission and immission sound levels in the vicinity of the identified receptors.
Acoustic impact assessment applied to an existing situation
In the case of already established activities or potentially operating noise sources, sound level measurements — carried out in compliance with the provisions of the Ministerial Decree of 16 March 1998 — may be performed as follows:
Outdoors
To carry out an outdoor acoustic impact assessment, measurements must be taken in proximity to those who could potentially be disturbed by the noise, verifying compliance with the differential immission limit value and with the absolute emission and immission limits established by the municipal acoustic zoning plan (or with the admissibility limits set out in Article 6 of the Decree of the President of the Council of Ministers of 1 March 1991, where such classification is not available).
Indoors
Noise measurements within residential environments, aimed at verifying compliance with the differential immission limit value, are carried out by positioning the microphone 1.5 metres above the floor and at least one metre away from reflective surfaces, with the windows open.
Technical report
The sound level measurements performed will be documented in a technical report, which will include the following data:
- location, time and date of the measurement;
- description of the meteorological conditions,
- description of the measurement site;
- measurement duration and reference period (daytime or nighttime);
- land use classification of the location where the measurement is carried out;
- instrumentation used, its precision class and date of last calibration;
- time trends of sound levels and of the equivalent continuous sound pressure level (LAeq);
- frequency spectrum diagrams of the minimum linear levels for each measurement;
- verification of the presence of any impulsive or tonal components, or partial-time noise;
- final assessment and conclusions.
